I had literally to change 3 PCs because of this and I ended up buying a new PC with and AMD A9 processor to be able to install the Windows 7 Ultimate 32 bit I need. The newest versions I have seen don't allow that Legacy option to start up the PC from a USB. For the new generation of processor all MOBOS are UEFI and in the past they had an option for Legacy allowing to install old operating systems. The real problem is not the Processor but the Mother Board. I have the same problem and I have tried to install Win 7 Ultimate 32 Bit with no luck. How were you able to install Win7 on 8th Gen PC?
